Utility consumption readings can be assisted by the use of hand-held electronic meters. The use of these units can save both time and money by providing an automated method for utility meter reading. Each hand-held unit allows the User to input current readings and add additional information to a particular reading or account. It is also designed to generate an over and under usage warning. The system maintains complete historical data for all customers, usage, billings, payments and penalties. This data can be stored on-line and is only limited by storage capacity. Service can be turned on at a location before the previous occupant is billed for their final payment, allowing for a new account to be established and a “turn-on” date scheduled even before any transactions with the previous owner are finalized.
