Govern Security Manager (GSM)
Overview
The Govern Security Manager (SM) is used for defining the security for applications in the Govern Product Suite, including the following:
- Business Entity Designer (BED)
- Govern
- Govern New Administration (GNA)
- Govern Scheduler
- Govern OpenForms Designer (OFD)
- Query Tool (QT)
- GIS Application Components and Configuration
- Validation Tables
Within each of these types, there are multiple levels. Security can be defined at each level. For example, security on Govern can be defined for the application, the Profile, the module, the form, to all reports or to each individual report. It could be defined for each menu or for items on each menu.
The Govern SM is also used for creating user roles, or groups, with different levels of access permissions. A user can belong to multiple groups and can also be assigned permissions at the user account level. The permissions assigned to the user override those assigned to the role, regardless of whether they are used to grant or restrict access.

When a user belongs to multiple roles, Administrators should note that the common role with the most relaxed access privileges will determine the common setting for all members in that role. The exception will be if the user has had access limited through Permissions. When users are part of multiple roles, they will have the elevated privileges of that role, unless, again, there are permission restrictions. Ideally, users should be added to Roles that are appropriate for their duties as opposed to on an “ad hoc” basis. Govern Product Suite system requirements lists the recommended requirements for all applications in the Govern Product Suite, including the SM. Users of Release 6.0 and greater of GSM should note that when securing objects, the solid blue square that signifies “Inheritance” is no longer present – Inheritance is no longer supported.
