Overview

The Mass Appraisal Land Adjustment Validation Tables are used for associating an adjustment with the land records. This can be based on any number of user-defined factors, such as shape, topography, or environmental hazards.

You can create as many land adjustment validation tables and codes as required.

The Element Category field Is used for selecting the type of adjustment table you are creating. These are described in the following sections:

  • Adjustment: This category is used for the general adjustments.
  • Feature: This category is used for including a description with the adjustments in the Land Information Adjustments tab.
  • Header: This category is used for adding a heading to the adjustment types in the Land Information Adjustments tab.
  • Rate Adjustment: This category is similar to the Adjustment category. The difference is that if you are setting up matrices or links, you can create groups of rate adjustments. These are used to facilitate the computation and data entry.

The Adjustment Type column on the Govern Land Information > Adjustments tab displays the Short Descriptions from the Mass Appraisal Validation Table for Land Adjustments. The Adjustment Code column displays the Short Descriptions from the Mass Appraisal Validation Code.

Common Setup for Land Adjustment Validation Tables and Codes

This section describes the common setup for all four element categories of the Mass Appraisal Land Validation Tables and Codes.

Accessing the Mass Appraisal Validation Tables for Land

The Mass Appraisal Validation Tables for Land are accessed from two different menus.

  • The Mass Appraisal Land Use and Land Schedule Tables are unique. These tables are accessed from the Single Entry table.
  • There can be multiple Mass Appraisal Land Adjustment Validation Tables. these tables are accessed from the Table Maintenance menu.

Accessing the MA Land Use and Land Schedule Validation Tables

To access this Mass Appraisal Validation Tables:

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > Table Maintenance > Single Entry.

Accessing the MA Land Adjustment Validation Tables

To access this Mass Appraisal Validation Tables:

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > Table Maintenance > Land Adjustment Table Maintenance.

Setting Up for Land Adjustment Validation Tables

The icons and configuration parameters described in this section are common to all Mass Appraisal Land Validation Tables.

Mass Appraisal Adjustment Validation Table Action Icons

All the land adjustment tables are listed in the tree view on the left of the Land Adjustment table form. They are listed by sequence number and long description, by default. You can change this to sequence and code or short description.
New
When you click New the Exit button switches to Cancel; so that you can clear new data without closing the form. Once you click Save this button switches back to Exit.

When you create a Mass Appraisal Land Adjustment validation table:

  • Your table is added to the database and assigned the name VT_ USR_<xxx>, where <xxx> is the name you have given the table.
    For example, VT_USR_NHBDADJT.Note: The table name can contain a maximum of eight characters.
  • Three columns are added to the MA_LAND table: xxx_CD, xxx_AM and xxx_OV where xxx is the name of the column you have created. For example, NHBDADJT_CD, NHBDADJT_AM and NHBDADJT_OV.
    The adjustment codes, amounts and override values, entered on the Land Appraisal Information function are saved to these columns.
    When the limit of 255 columns is reached in MA_LAND, new tables are created, such as MA_LAND_2, MA_LAND_3, etc.
    A new record is created in MA_TABLES, listing the table name, year, table type, table category and column name.
  • A new record is created in VT_USR_MA_TABLES, listing the long description, short description, column name and year.

Save
Click Save to save a new record or any modifications to an existing one.
Delete
Click Delete to remove a record. A confirmation message is displayed. Click Yes to continue or No to cancel.
Codes
Click Codes to open the Mass Appraisal Validation Codes form. See Mass Appraisal Validation Codes.
Exit
Click Exit to close the Mass Appraisal Validation Table form.

Mass Appraisal Adjustment Validation Table Parameters

Year
The Year is displayed at the top of the tab for the table. As with all year-based parameters, the Mass Appraisal Validation Tables open to the current yeat as defined in GNA.
You can access tables for different years and have multiple versions of the same table open in multiple years. In order to access tables from different years, select the Year menu and enter the required year in the Current Year text box.
Short Description
The short description is used for fast data entry and lookups and is displayed on forms if space is too limited for the long description.
Long Description
The long description is used for lookups and on forms and reports.
The long description for the Land Adjustment validation table is displayed under the Adjustment Type column on the Land Appraisal Information form in Govern.
Table Type
This field displays the validation table type selected from the Code Selection list box and cannot be changed from the table form. For the Mass Appraisal Land Adjustment validation table forms, this field displays: landadjt – Land Adjustments.
Table Category
This field displays the table category. The category for the Mass Appraisal Land validation tables is Land.
Element Category
The Land Adjustment tables include the following element categories:

  • Adjustment
  • Feature
  • Header
  • Rate Adjustment

 

Mass Appraisal Land Adjustment Element Categories
Category Description
a – Adjustments Most adjustment s are created in this category. This is used for creating codes for each adjustment type and setting a value, percentage, amount, formula, or logical expression to apply to each.
r – Rate Adjustment This category is used to modify the rate according to user-defined criteria such as heating type or air conditioning.
f – Feature Informational: used to include a description in the structural element grid on the Building Structural Elements and Features form.
h – Header Informational: used to include a header in the structural element grid for the next structural element tables. These tables are listed in order of sequence number.

Table Name
Enter a name for the table. The table name can be any combination of alphanumeric characters. You cannot use special characters with the exception of the underscore (_). The table name can be a maximum of eight characters. It must be in uppercase.

The Table Name is not displayed for the Header element category
Column Name
Enter a name for the column. The table is saved in MA_LAND by the column name and the year, as displayed in the Year parameter.
The Codes are saved to TEMPLATE_ADJ_CD, the Values are saved in TEMPLATE_ADJ_AM, and the Overrides are saved to TEMPLATE_ADJ_OV.

You can create more than one table with the same name if the column name is unique.

The Validation Codes are the same for all tables with the same Table Name.

You may want to create multiple tables with the same name if you want to reuse codes.

Lookup Group Type
Select one of the following Lookup Group Types from the drop-down list.

  • juris_inc_nbh – Jurisdiction and Income Neighborhood.
  • juris_nbhd – Jurisdiction and Neighborhood.
  • juris_nbhd_prop – Jurisdiction, Neighborhood, and Property Type
  • juris_proptype – Jurisdiction, Neighborhood, and Property Type
  • jurisdiction – Jurisdiction
  • nbhd – Neighborhood
  • nbhd_proptype – Jurisdiction and Property Type
  • none – none
  • proptype – Property Type

These codes are made up of various combinations of the following:

  • Jurisdiction: VT_USR_JURISD. The Jurisdiction User Validation Table is associated with the property on the Property Control, Property Information form.
  • Neighborhood: VT_USR_NEIGHBOR: The Neighbor User Validation Table is populated by the Mass Appraisal Neighborhood Table. It is associated with the property on the Parcel Area form.
  • Income Neighborhood: VT_USR_INCNBHD: The Income Neighbor User Validation Table is also populated by the Mass Appraisal Neighborhood Table. It is associated with the property on the Parcel Area form.
  • Property Type: VT_USR_PROPTYPE: The Property Type User Validation table is associated with the property on the Property Control Legal Information form.

Sequence
By default, this field displays a system-generated sequence number, created by adding one to the last sequence number. You can override the default if required.
The sequence numbers are used for ordering the adjustments in the Land Appraisal Adjustments tab on the Govern Land Adjustment Information form. They are used in the computation if Compute by Sequence is selected on the Mass Appraisal General Parameters form. Otherwise, if this option is left blank, the computation is performed according to the mathematical order of operation rules.

If the option is selected, calculations are performed in ascending order of sequence number; i.e., the tables with sequence numbers 1 and 2 are calculated before the table with sequence number 3, etc.

Ensure that if the calculated values for the table are dependent on the results of values defined in other tables, the table has a higher sequence number.

Operator
Select an operator, add, subtract, divide or multiply, from the drop-down list to use when applying the adjustments (Table: VTSYSTEM_MATH).
Percent or Amount
Select Percentage or Amount depending on how you want to calculate the values from Land Adjustment Validation Codes forms.
Formatting
Select one of the predefined formatting types from the drop-down list or click on the ellipsis button to create a new one.

The formatting applies to the display in Govern only. It does not change the value in the database.

You can select any formatting style. This is independent of the selection you make for the Amount or Percent parameter.

Force Unique Default Code
Select this option if you are creating a single Validation Code for the adjustment. The code is automatically displayed in the grid of the Adjustment tab on the Govern form.
This option is disabled if more than one code exists for the selected Adjustment table. If you create a second code, the option is unselected automatically.
Units Table Lookup
Select this option if you would like to apply the adjustment to the frontage, the depth, or to the total units. By default, it is applied to the total size. This option appears for the Adjustment and Rate Adjustment Categories only.
Land Schedules
This list box appears if Associate Land Adjustments to Land Schedules is selected on the Mass Appraisal General Parameters form. It lists all the land rate schedules from the Mass Appraisal Land Rate Schedule Validation Table. You can select as many schedules as required. In Govern, the user sees only the adjustments that apply to the selected land rate schedule that is selected on the Land Information > General tab.
Land Use
This list box appears if Associate Land Adjustments to Land Uses is selected on the Mass Appraisal General Parameters form. It lists all the land use codes from the Mass Appraisal Land Use Code Validation Table. You can select as many land uses as required. In Govern, the user sees only the adjustments that apply to the selected land rate schedule that is selected on the Land Information > General tab.
If neither option is selected on the Mass Appraisal General Parameters form, then neither list box is displayed. You cannot select both options.

is Required
Select the Is Required checkbox if the adjustment is required. This ensures that the user enters a value or selects a code for this adjustment. Otherwise, the record cannot be saved.
When you select this checkbox, the expression text box is displayed. True is entered in this text box by default.
Select the ellipsis button and open the Expression Selector if you prefer to enter an expression to make the adjustment required under a specific condition only. For example, you could make the adjustment required if the Total Land Value is less than a certain amount. Refer to the Mass Appraisal General Information documentation for details. See Is Required
Matrix / Link Sequence
A link or matrix can be used with the Land Adjustment validation tables for both the Adjustment and the Rate Adjustment element category.
Matrix
You can set up a single, double, triple or quadruple matrix when you need to evaluate several structural elements together in order to determine the land adjustment value.
To set up a matrix:

  1. Create the Mass Appraisal validation tables needed for the matrix, as described later in this section.
  2. On the validation table form of the table with the highest sequence number, select Matrix.
  3. Select up to three tables for the matrix from the drop-down lists.
  4. Click Codes and enter the appropriate code and value for each item.

The tables in the matrix must:

  • Have a table name.
  • Have a lower sequence number than the one for the selected adjustment table.
    If you have multiple tables with the same table, but different column names, only the table with the lowest sequence number appears in the list.
  • This is done because all tables with the same table name have the same validation codes.

Link
Use the link to join two validation tables together and calculate a combined value. The calculation is based on the specified operator.
You can join a linked table to another table. However, the table with the lowest sequence number can have only one table linked to it. This is the table where the combined values appear.
Therefore, you can link table 3 to table 2 and table 2 to table 1. You cannot link both table 3 and table 2 to table 1.
To link Mass Appraisal validation tables:

  1. Set up the tables you are linking according to the procedures described later on in this section.
  2. On the validation table form for the table with the higher sequence number, select the Link option.
  3. From the drop-down list, on this form, select the table with the lower sequence number.
  4. You can only link a table with one that has a lower sequence number.

Average
Select Average to apply an average rate to linked Mass Appraisal Adjustment tables.
The rules for Linked tables apply to the Average.

Setting Up for Land Adjustment Validation Codes

The Mass Appraisal Land Adjustment validation codes are used for creating specific land adjustments for land and for associating names and values with each.

The validation codes for the selected land adjustment table are listed in the tree view on the left of the form. They are listed in alphabetical order.

New

Save
Click Save to save a new record or any modifications to an existing one.

Mass Appraisal Adjustment Validation Codes Parameters

Code
Enter a unique and descriptive code. The adjustment codes are displayed in drop-down lists, under the Adjustment Code column in the Adjustments grid on the Land Appraisal Information form in Govern, when the user clicks inside the column.
Short Description
Enter a short description. This is used for fast data entry and look-ups if space is limited on forms.
Long Description
Enter a long description. This is used for look-ups, on forms and is normally used for reporting.
Lookup By
If you are setting up the Site Validation codes by Lookup Group Type, create the lookup group types for jurisdictions, neighborhoods, income neighborhoods, or property types as applicable. Refer to the Mass Appraisal General Information documentation for details.
Matrix Code / Matrix Code 2 / Matrix Code 3
The Matrix Code fields appear if the Matrix option is selected on the Mass Appraisal Validation Table form and tables are selected from the drop-down lists. If three tables are selected, all three fields appear. If you select only two tables, only two codes appear on the form, and so on.
Select the Adjustment Codes for each table in the Matrix Code fields.
Adjustment
Enter a value for the adjustment as a flat Amount or Percentage, depending on the selection on the Mass Appraisal validation table form.

Adjustment Element Category Validation Tables and Codes

The Adjustment Element Category is used for creating the general land adjustments and codes.

CAMA Adjustment Element Category Validation Table

The setup for this element category is the same as the general setup for all Mass Appraisal Land Adjustment Validation Tables, with the exception of the Apply To drop-down list. See Common Setup for Land Adjustment Validation Tables and Codes.

The Units Table Lookup list is displayed only for the Mass Appraisal Adjustment and Rate Adjustment Element Categories. This is used selecting the type of measurement for the calculation.
Select the Units Table Lookup checkbox. Then, select one of the following:

  • Frontage: Applies the adjustment to the frontage only.
  • Depth: Applies the adjustment to the depth only.
  • Units: Applies the adjustment to the total units.

If no option is selected, the adjustment applies to the total size.

CAMA Adjustment Element Category Validation Codes

The setup for this element category is the same as the general setup for all Mass Appraisal Land Adjustment Validation Codes. See Common Setup for Land Adjustment Validation Tables and Codes.

Feature Element Category Validation Tables and Codes

The Feature Element Category is used for including a description with the adjustments in the Land Information Adjustments tab.
Land Adjustment Validation Tables: Feature Element Category

The Feature Element category has fewer parameters than the Adjustment or Rate Adjustment categories. This category is not used in the computation.

Rate Adjustment Element Category

The Rate Adjustment Category is similar to the Adjustment category. The difference is that if you are setting up matrices or links, you can create groups of rate adjustments. These are used to facilitate the computation and data entry.
Land Adjustment Validation Tables: Rate Adjustment Element Category

Group
The Group option is designed to facilitate the setup of Rate Adjustment matrices and links. Enter a number in the Group field beside all tables that you want to include in the same group.
If you create groups, all tables in a matrix, link, or average must be in the same group.

Rate Adjustment Validation Codes

All the parameters used in the Rate Adjustment category are used in the Adjustment Category with the exception of the Group. For details about the common parameters, see Common Setup for Land Adjustment Validation Tables and Codes.

Overview

All Mass Appraisal tables are defined in GNA. They are available from the following menus depending on whether multiple versions of a table can be created or the table is unique.

The table types that support multiple tables are found in GNA under Mass Appraisal > Table Maintenance. These tables include Building Structural Elements, Depreciation, Income Expense, Income Rental Detail, Land Adjustments, MRA Elements, and Sites.

The table types that are unique are found under Mass Appraisal > Table Maintenance > Single Entry tables. These tables are grouped by category and include Rounding, Multiple Distribution or Correlated Values, Neighborhood, Building Use, Building Drawing, Building Size Adjustment, Building Submodel, Income Added Items, Income Model, Income Categories, Income Quality Adjustments, Land Schedules, Land Use, Miscellaneous Structure Adjustments, Miscellaneous Structure Conditions, Miscellaneous Structure Grade, Miscellaneous Structure Use, MRA Model, Comparable Sale Items, Comparable Sale Parameters, Comparable Sale Distance, and Comparable Sale Time Adjustment.

User Validation Tables for Mass Appraisal can also be grouped in the User Validation Table Edition. These are found under Regular, Mass Appraisal, and Property Control.

Table Categories

The Table Categories are used to indicate the sub-module and include All, Buildings, Comparable Sales, Income, Land and Miscellaneous Structures.

All

The tables defined under the All Categories can be used in multiple sub-modules; for example, the Depreciation tables are used in Building and Miscellaneous Structures validation tables.

Buildings

The tables listed in this category are applicable to the Mass Appraisal Buildings sub-module only.

  • Miscellaneous Structure Codes (Table: MA_PARM_MISCUSE)
  • Miscellaneous Structure Condition (Table: MA_PARM_MISCCOND)
  • Miscellaneous Structure Grade (Table: MA_PARM_MISCGRAD)

The tables in this category are applicable to the Mass Appraisal Income sub-module only and are described in the Mass Appraisal Income guide.

  • Comparable Sales Parameters (Table: MA_PARM_SALECOMP)

Mass Appraisal Validation Table Action Icons

  • New: You can create new Mass Appraisal Validation Tables for the following table types: Building Structural Elements, Depreciation, Income Expense, Income Rental Detail, Land Adjustments, MRA Elements, and Sites.These are found in GNA under Mass Appraisal > Table Maintenance.
    The tables that are accessed from the Single Entry menu are unique. For these table types, the New button is disabled.
    When you click New, the Exit button switches to Cancel; so that you can clear new data without closing the form. Once you click Save this button switches back to Exit.
  • Save: Click Save to save a new record or any modifications to an existing one. For details on the database tables and parameters where the Mass Appraisal validation tables are saved, see Mass Appraisal Table Types by Category.
  • Delete: Click Delete to remove a record. A confirmation message is displayed. Click Yes to continue or No to cancel.
  • Codes: Click Codes to open the Mass Appraisal Validation Codes form. See Mass Appraisal Validation Codes.
  • Resequence: Click Resequence to change the Sequence Number of the selected table.
    To change a Sequence Number:

    1. Launch GNA.
    2. Open the table with the Sequence Number that you want to change.
    3. Ensure that all required fields are filled in and saved; i.e, ensure that no fields are outlined in red.
    4. Click the Re-sequence button at the top of the form.
      The Resequence window opens.
    5. Enter a new sequence number in the Sequence field.
    6. Click OK.

Select All / Deselect All

In order to facilitate creating and maintaining values for Mass Appraisal tables and codes, all grids now include an option for selecting and / or deselecting all the items in a column.
Rather than scrolling through the entire column and selecting each option, you can select the option at the top of the column in order and select or deselect all items at the same time. This is a toggle. If all items in the column are selected, you can use this option to deselect all the items.

General Mass Appraisal Table Parameters

This section describes the parameters that are common to all Mass Appraisal validation tables.

Table Category

Table Categories are used to indicate the sub-module and include All, Buildings, Comparable Sales, Income, Land, and Miscellaneous Structures (Table: VT_SY_ MATBCAT).
The single entry tables are grouped by category in the tree view at the left of the table form.

Table Type

The Table Type is a classification within the Table Categories. The table type is automatically populated according to the selection that you make under the Table Maintenance or Single Entry menu. For some table types, multiple tables can be defined; these are distinguished by Table Name. For a list of the Table Types, see Mass Appraisal Table Types by Category on page 25.

Table Name

Enter a name for the table. This must start with a letter, but otherwise can be any combination of alphanumeric and underscore characters.

  • The table name must start with an alphabetic character.
  • It cannot exceed eight characters in length.
  • It cannot contain any special character except an underscore ( _ )
NOTE: Not all the Mass Appraisal validation tables include the Table Name parameter.

 

Column Name

Enter a name for the column. The same rules apply to the table name and the column name

Short Description

Enter a short description for the table.

Long Description

Enter a long description for the table. This is used for look-ups and is displayed on forms and reports.

Lookup Group Type

Select one of the following Lookup Group Types from the drop-down list.

  • juris_inc_nbh – Jurisdiction and Income Neighborhood.
  • juris_nbhd – Jurisdiction and Neighborhood.
  • juris_nbhd_prop – Jurisdiction, Neighborhood, and Property Type
  • juris_proptype – Jurisdiction, Neighborhood, and Property Type
  • jurisdiction – Jurisdiction
  • nbhd – Neighborhoold
  • nbhd_proptype – Jurisdiction and Property Type
  • none – none
  • proptype – Property Type

These codes are made up of various combinations of the following:

  • Jurisdiction: VT_USR_JURISD. The Jurisdiction User Validation Table is associated with the property on the Property Control, Property Information form.
  • Neighborhood: VT_USR_NEIGHBOR: The Neighbor User Validation Table is populated by the Mass Appraisal Neighborhood Table. It is associated with the property on the Parcel Area form.
  • Income Neighborhood: VT_USR_INCNBHD: The Income Neighbor User Validation Table is also populated by the Mass Appraisal Neighborhood Table. It is associated with the property on the Parcel Area form.
  • Property Type: VT_USR_PROPTYPE:The Property Type User Validation table is associated with the property on the Property Control Legal Information form.

Number Format

You can apply a Number Format to a value in order to display a value in a currency format, as a percentage, with a required number of decimals. mask to apply to the calculated value showed in the grids (adjustments and elements). See Number Format Editor.

Do Not Display

Select this option to hide the table on the Govern user form. The table is used in the calculation but cannot be viewed or modified in Govern.

Apply a Field Mask to the Code

You can apply a field mask to a code, in order to validate user data entry. For example, you could use the Year field mask in order to ensure that users enter four digits in a field requesting a year.
The following conditions apply:
This option is only available for the Feature element categories for the following forms:

  • Building Structural Elements
  • Land Adjustments
  • Income Rental Detail

It is only available if no table name is associated with the Mass Appraisal table.

Only masks with numeric values can be applied.

It appears only when no table name is assigned to the Mass Appraisal Table. The reason for this is that it is only applicable when no codes are associated with the table.

When you select the option, Apply a Mask to the Code, a drop-down list appears. This list contains all the field masks defined in the Field Mask Editor in GNA. When the option is selected, it is mandatory to select a field mask.

If the user enters data, on the Govern form, that does not match the format defined in the mask an error appears.
In the following scenario, the Year field mask is applied to the Description code in the Building Structural Elements table.
To apply the mask:

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > Table Maintenance > Building Structural Elements Table.
  3. Click New to create a new Building Structural Elements table.
  4. Select f – Feature Item from the Element Category drop-down list.
  5. Leave the Table Name field blank.
  6. Select the models from the Apply to models list.
    Alternatively, select the property types from the Apply to Property Types list.
  7. Select Apply a Mask to the Code.
  8. Select Year from the Field Mask drop-down list.
  9. Click Save.

To verify that the field mask is applied in Govern.

  1. Launch Govern.
  2. Open a Profile that contains Building Structural Elements.
  3. Open the Buildings form.
  4. Perform a search for a property that contains the models or property types associated with the Feature table.
  5. Select the Building Structural Elements entity.
  6. Enter data in the field does not match the mask.
  7. Ensure that a validation error appears.Only the field masks that are created with numeric values and no alphabetic characters appear in the list.
  8. Enter data in the correct format.
  9. Click Save.

Automatically Selecting a Code

There are several ways that you can use the Auto Select feature to automatically display a code on a Govern user form.
There are two options:

  • Auto Select Unique Code
  • Auto Select With Expression

Auto Select Unique Code

Select this option under the following conditions:

  • You are creating a single Validation Code for the table. In this case, the code is automatically displayed in the grid on the Govern form.
  • You are creating multiple Validation Codes for the table. Nevertheless, the code is used in a Matrix or Link and only one code is possible.
NOTE: When only one code is available and the Auto Select Unique Code option is selected, that code is used for the compute. This applies regardless of whether the user has previously selected another code. It applies, for example, if the code is changed in GNA, after the user set the code on the form.The update is made when the property record is opened and resaved or the Mass Appraisal Compute batch process is run.

Auto Select Code with Expression

Use the Auto Select with Expression option in order to automatically display the appropriate code, on a user form, when there is more than one possibility. You need to add an expression. The expression is typically based on the user entry in a previous field.

This is illustrated in the following scenario. The Building Structural Elements table contains multiple structural elements including one for Quality and one for Wall Height. You can write an expression in oder to display the code for Wall Height that corresponds to the code that is selected for Quality.
Note: Building Structural Elements are displayed in order of sequence number on the Building Structural Elements form in Govern. The expression must be written so that the element that is automatically selected has a higher sequence number than the element on which it is dependent.

The same rule applies to Site Adjustments, Land Adjustments, and MRA elements. The automatically selected element must have a higher sequence number than the element on which it is dependent.

If the elements are used in multiple models, ensure that the sequence numbers are correct in all models.

Scenario: Auto Select Code With Expression

This scenario illustrates the use of the Auto Select Code With Expression feature on the Building Structural Elements form.

Prerequisites

The Quality and Wall Height codes must be set up in GNA on the Building Structural Elements table form in GNA. The same model must be selected for these codes under Apply to Models on this forms.
The user opens the Building Structural Elements form in Govern for the required record.

A code is automatically selected based on what the user selects for the Quality element. In this case, the user selects Fair for the Quality and 20 ft. is automatically selected for the Wall Height. The following table shows how the codes for the Wall Height are automatically selected, based on the user input for the Quality:

Quality Wall Height
1 – Very Low 5 ft.
2 – Low 7 ft.
3 – Fair 10 ft.
4 – Average 12 ft.
5 – Good 15 ft.
6 – Very Good 20 ft.
7 – Excellent 24 ft. and higher

Expression

The expression for this scenario is written as follows:

The numbers on the left, 1 to 7, correspond to the codes for the attribute Quality. The numbers on the right correspond to the wall height. The code is used rather than a description.

The setup for this scenario is as follows:

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > Table Maintenance > Building Structural Elements Table.
  3. Select the 26030 – Wall Height Structural Element.
  4. Select Auto Select Code.
  5. Select With Expression.
  6. Click the ellipsis button beside the With Expression parameter and enter the expression.
    his opens the Expression Selector.
  7. Enter the expression.Tip: You can test the expression with the Execute button.
  8. Click OK on the Expression Selector.
  9. Click Save on the Building Structural Elements table.

Verifying the Auto Select Expression in Govern

To verify the expression:

  1. Launch Govern.
  2. Open a Profile that contains the Building Structural Elements form.
  3. Open the Building Structural Elements form.
  4. Perform a search and select a record that contains one of the models listed under Apply to Models on the Building Structural Elements table in GNA.
  5. Load the record to the form.
  6. Select a code for the Quality.
  7. Ensure that the corresponding code is selected for the Wall Height.

Mass Appraisal Modules

The Auto Select features are available for the following Mass Appraisal modules:

  • Building Structural Elements
  • Land Adjustments
  • Site Adjustments
  • MRA

The expression is added to the required Mass Appraisal table in GNA. A code is automatically selected in Govern, based on the user input.

Is Required

The Is Required checkbox is available on multiple Mass Appraisal tables. It is used to ensure that the user selects a code or enters a value when completing a Govern form. For example, you could make it mandatory for users to select a value for the quality of an element, such as good, average, or poor, when completing the MRA form for a property.

Previous to version 6.1, this check box could be selected or deselected. The corresponding code or entry was required or not. With version 6.1, an expression is associated with the checkbox. This gives you the flexibility to attach a condition, making a selection or entry necessary only under certain circumstances. For example, you could make it a requirement to select an adjustment when the total value of the property is below a specific amount.

The expression can be simple or complex. At the default level, it is set to True when the check box is selected. An entry is always required. Otherwise, the check box is deselected. No entry is required. (The expression is set to False in this case, but it cannot be seen on the MA Table form.) The expression can include a single attribute or multiple attributes. For example, you can make a code a requirement when the combined Building and Land Value are equal to or greater than a specific amount. You can associate the expression with a date or a date and an attribute. You can add or variable, or if statement, or a variable. Any combination of attributes, system IDs, or functions can be included.

NOTE: If you select the Is Required option for a code after the user has created property records, you must verify that a code is selected for those records. Otherwise, an error is raised and the compute fails.

Available Tables

The Is Required checkbox is available on the following tables:
Building Structural Elements (BSE): All categories except Header.

  • MA Site
  • Fair Market Value (FVM) or Market Regression Analysis (MRA)
  • Land Adjustments
  • Income Rental Detail, all categories with the exception of Header.

Requirements

The following are required for the expression:

  • As with all expressions, the attributes and system IDs included in the expression must be part of the entity. The attributes do not need to added to the form.
  • The expression must evaluate to True.
  • The expression must be valid. Otherwise, if the user does not select a required item, an exception is launched.
  • For the Is Required check box, the Convert null parameters to default values check box must be deselected.

To add an expression to the Is Required checkbox:

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > Table Maintenance.
  3. Select the required table.
  4. Select the Is Required check box.
    The text box and ellipsis button for the expression is displayed.
  5. Click the ellipsis button to open the Expression Selector.
    By default, True is written in the Expression Selector text box.
  6. Replace True with an expression.
  7. Ensure that the Convert null parameters to default values check box is deselected.
  8. Click OK.

To test the expression:

As with all expressions, any parameters that are included in the expression are displayed on the right under Parameters.

  1. Enter a value in the Parameter text box or text boxes.
  2. Click Execute.

The result of the expression is displayed in the Result text box.
You can also test the expression in Govern.

  1. Launch Govern.
  2. Select a Profile that contains the form.
  3. Open the form.
  4. As with all required fields in Govern, the field is outlined in red if a value is required.
  5. Save the form without entering a value.

When you hover your mouse over the field, the Required Field tooltip is displayed, if the expression valid.
However, if the expression is not valid, a message is displayed stating that the expression failed:
Regardless of whether or not the expression failed, the user can save the form as long as a value is entered in the required field.

Mass Appraisal Validation Codes

The icons and many of the parameters on the Mass Appraisal Validation Codes form are the same for all table types. These are described in this section. For further details, see the description for the specific table.

To access the Mass Appraisal Validation Codes, click the Codes icon on the Validation Table form.

Mass Appraisal Validation Code Action Buttons

New: When you click New, the Exit button switches to Cancel; so that you can clear new data without closing the form. Once you click Save this button switches back to Exit.
Save: If you modify a value, such a rate that can impact multiple property records, a prompt appears, when you click the Save button:
If you answer No to the prompt, the MODIF_STAMP field for the applicable table is set to NULL for all records affected by the modification.

Mass Appraisal Validation Codes Parameters

Short Description

Enter a short description.

Long Description

Enter a long description. This is used for look-ups and is displayed on forms and reports.

Setting the Current Year

The Year field on the tab of the Mass Appraisal User Validation Table Editor form displays the current year in GNA. The current year is the last year that was set in GNA.
To change the year:

  1. Launch GNA.
  2. Select the Year menu.
    This opens the Current Year text box.
  3. Enter a new year.

The next form that you open is set to the new year and this year is displayed on the tab for that form. Note that this action does not change the year of any form that was open previously. This means that you can have multiple versions of a form open in different years.

Setup

Averages are setup with the first entry in the group.
For instance, Sequence 100, 200 and 300 should be averaged.

  • Sequence 200 will be set to average and linked to 100.
  • Sequence 300 will be set to average and linked to 100.

Example A – Land Adjustment Averages – Amount

The following land adjustment tables (a) are used to create a Land Adjustment Matrix

The average is performed and stored on the column pointed by MA_TABLES_LAND.ADJT_POINTER based on the number of entries.. All the other columns are set to NULL.

Mass Appraisal Tables – Group Option

Overview

The group option is available only for land adjustments.
Groups calculation is based on all land adjustments with a GROUP and uses MA_LAND.(MA_TABLES.COLUMN_NAME)_AM by selecting all MA_TABLES.LANDADJT_GROUP NOT NULL
The goal of the group rate calculation is to come up with one rate adjustment for all groups.
The resulting rate adjustment is stored on the first entry having a group. Conceptually, the system process each entry in a group to come up with a group total.
The final value is the average of all group totals

Example MA_TABLES has 6 land adjustment rates that have groups and MA_LAND has the following values

MA_LAND.ADJ20_AM = 2
MA_LAND.ADJ30_AM = 3
MA_LAND.ADJ40_AM = 4

MA – Shared Table and Column Names

 

CAMA Creating Elements with the Same Table and Column Name

Overview

In Govern OpenForms, you can create two or more Mass Appraisal Building Structural Elements or Land Adjustments that have the same table name, but different column names. This can be useful for creating a breakdown by percentage for elements or adjustments.

It is possible to create two or more tables that have both the same table name and the same column name. However, this is not a recommended setup. The following conditions apply:
Building Structural Elements are applied to different models.

  • All Models must be different, not just the combination.
  • Land Adjustments are applied to different land uses or land schedules.
  • All land uses or schedules must be different, not just the combination.

The tables have different sequence numbers.
This is not a recommended configuration. If two or more elements share the same table and column name, they can be overriden with the worng element if a user makes a change in Govern.

Configuration for Building Structural Elements

To use this feature, ensure that the Apply Structural Elements to Models option is selected in GNA.
To enable this option.

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > MA General Parameters.
  3. Select Page 2.
  4. Select the Associate SE to Models option.
  5. Click Save.

Configuration for Land Adjustments

Land Adjustments can be associated with either Land Uses or Land Schedules.
To enable one of these options:

  1. Launch GNA.
  2. Select Application Configurations > Mass Appraisal > MA General Parameters.
  3. Select Page 2.
  4. Select one of the following:
    Associate Land Adj. to Land Uses.
    Associate Land Adj. to Land Schedules
  5. Click Save.

 

Creating Mass Appraisal Tables with the Same Table and Column Name

Building Structural Elements

To set up the tables:

  1. Launch GNA.
  2. Select Table Maintenance > Building Structural Elements.
  3. Click New to create a new table.
  4. Select any element type, other than Header, from the Element Category field.
  5. Enter the Table Name and Column Name.
  6. Complete the other parameters as required.
  7. Select one or more models under Apply to Models.
  8. Click Save.
  9. Repeat steps 3 to 8 as many times as required to create additional tables.
    Enter the same table name and the same column name for each table.

Ensure that all models in all tables are different.
If any are repeated, a validation error appears.

Land Adjustments

To set up the tables:

  1. Launch GNA.
  2. Select Table Maintenance > Land Adjustments.
  3. Click New to create a new table.
  4. Select any element type., other than Header, from the Element Category field.
  5. Enter the Table Name and Column Name.
  6. Complete the other parameters as required.
  7. Do one of the following:
    Select one or more land uses under Land Uses.
    Select one or more land schedules under Land Schedules.
  8. Click Save.
  9. Repeat steps 3 to 8 as many times as required to create additional tables. Enter the same table name and the same column name for each table.

Ensure that all land uses or land schedules in all tables are different.
If any are repeated, a validation error appears.
