Overview

The Govern Knowledge Base (KB) Search has been incorporated into the Govern Ribbon as part of the Help online help feature. This KB Search field is visible over all Govern suite applications for release 6.1. In addition, the display of the search field is persistent even if the ribbon is minimized.

NOTE: Users must ensure that they have internet access, a compatible browser, and an active account to access to the Knowledge Base.

Configuration

Govern New Administration (GNA)

In order to display the Ribbon Search field, it is necessary for an Administrator to run the Verify Database process in the Govern New Administration (GNA).

Security Manager (SM)

It will then be necessary to have the Security option in GSM configured to allow the user to see the KB Search in the ribbon.

The security applied is the same for all applications, except for the OpenForms Designer (OFD) which does not offer a securable node.

Presentation

This KB Search is available in the following applications (for the versions 6.1.1911 and 6.1.1912 only):

  • Govern (Ribbon)
  • GNA (Ribbon)
  • GSM (Ribbon)
  • QT (Ribbon)
  • BED (ToolBar)
  • BSC (ToolBar)
  • OFD (ToolBar) – Note that the presentation of the KB Search field is slightly different in the OFD. The text label appears as KB Search in comparison to the other suite applications where the field label reads as Knowledge Base. The behavior is the same in all applications

Using the Knowledge Base (KB) Search

The steps to use the KB Search are as follows:

  1. Enter a keyword in the Search field located at the upper right-hand side of the ribbon.
  2. Press Enter or if you are using version 6.1, click on the magnifier icon.

Your default browser is launched and you will be transferred to the search page of the Govern Knowledge Base website (https://kb.harrisgovern.com/), the results of the keyword(s) you have searched for are displayed in your browser.

NOTE: This Help search field is placed at the top level of the ribbon, and it is visible when any of the top-level tabs are selected, e.g. Home, View, Options, and so on.

Overview

In addition to creating a Name Sharing Group, you can further refine name and address maintenance by setting access permissions for each user.

Security for the Name & Address Maintenance function is more complex than for the other functions due to the important and sensitive nature of the data.
There are four levels of user access that can be set for each Govern function that typically provide the following rights:

  • Inquiry Only: The user is only able to view the data for the specified function.
  • Create and Modify: The user can view, create and modify data for the specified function.
  • Create, Modify, Delete: The user can view, create, modify and delete data for the specified function.
  • Full Access Rights: The user can view, create, modify and delete data and could also modify and delete historical data for the specified function.
NOTE: Super Users are automatically given Full Access Rights to all functions.

In order to grant the permission to create names to any user, including a Super User or a user with Full Access Rights to the Name & Address Maintenance function, must be specified in the Security Manager (SM).

The two (2) grids below should serve as a guide to the users level of access when they are Within a Department in a group, or Outside of the Name Group. For example in the Name & Address form, a user that is in the Building Department, and is a member of the Create/Modify/Delete group, within their department, for Names that are designated as Private, will be able to Search for the name, Link to the name, Modify Addresses, and Delete Names.
Although note that according to the system rule, this user is not able to Modify (A) the name. Outside of their name group they have no access (B). Refer to the grids below for details.

Name & Address Maintenance Security

In addition to creating a Name Sharing Group, you can further refine name and address maintenance by setting access permissions for each user.
Security for the Name & Address Maintenance function is more complex than for the other functions due to the important and sensitive nature of the data.
There are four levels of user access that can be set for each Govern function that typically provide the following rights:

  • Inquiry Only: The user is only able to view the data for the specified function.
  • Create and Modify: The user can view, create and modify data for the specified function.
  • Create, Modify, Delete: The user can view, create, modify and delete data for the specified function.
  • Full Access Rights: The user can view, create, modify and delete data and could also modify and delete historical data for the specified function.

However, in order to grant the permission to create names to any user, including a Super User or a user with Full Access Rights to the Name & Address Maintenance function, the Allow Creation of Names option must be selected on the User Maintenance form in Govern Admin.

The following tables display the different levels of access security for the Name & Address Maintenance function, according to the following tasks:

  • Search: the right to search for a name and address record through the various search screens; for example the Name Search or the Name & Address Search. Refer to the Property Control guide for further details.
  • Link: the right to link a name and address record to another function; for example, a Permit function, the Owner Information, Occupant / Business, Related Lien Names, ACH Information by Name or the Real Estate or

Utility Billing Mailing Index, provided the user has access rights to these functions.

  • Create: the right to create a new name and address record.
  • Modify Name: the right to change name data: i.e., first name, last name, company name or formatted line_1.
  • Modify Address: the right to change the address part of the record.
  • Delete Name and Address: the right to delete name and address records.

  • The permission to create names is granted if the Allow Creation of Names option is selected on the User Maintenance form, in Govern Admin. Users can then create names within their primary department and within the Name Sharing Group, selected for the department. Otherwise, users do not have permission to create names, regardless of their department, regardless of the Name Sharing Group in which the department is a member and regardless of User Access Type.

Summary

  1. Only users with Full Access Rights on the Name and Address Maintenance function can modify a name even within their Name Sharing Group.
  2. Even with Full Access Rights, users can modify a name, outside of their Name Sharing Group, only if the No Restrictions option is selected on the Department Setup form.
  3. Users with Full Access Rights, Create, Modify, Delete or Create, Modify rights can always modify an address within their name sharing group.
  4. These users can modify an address created outside their Name Sharing Group only if the Restricted Name or No Restrictions option is selected on the Department Setup form.
  5. Users with Full Access or Create, Modify, Delete rights can delete name and address records even though they may not be granted permission to create or modify them.
  6. All users can view and search for a name and address records unless Private names is set for the department and the department is outside their Name Sharing Group.
  7. Users can create names if the Allow Creation of Names option is selected on the User Maintenance form, regardless of whether or not the user’s department is a member of the Name Sharing Group and regardless of the user ‘s Access Type.

If this option is selected users can create names within their primary department and within the Name Sharing Group, selected for the department.

What’s New in the Security Manager (SM)

Overview

The Govern Security Manager (SM) is responsible for the top-level security management for the Govern Suite of applications. The GSM manages user access to Govern applications such as Govern, Govern Scheduler, Govern New Administration (GNA), GIS Application Components and Configuration, Query Tool (QT), and Validation Tables. Depending on the Suite application, the level of security can be granular to the point that individual fields, as well as codes within the application can be secured. Users that are familiar with earlier versions of the GSM should note that changes were made to the functioning of the release 6.0, and upwards application.

Change in Hibernate Behavior

Security of OpenForm Form Parameters in OpenForms Designer (OFD)

In Govern 6.0 and above, security on the Govern entities and data entry fields is defined in the Govern OpenForms Designer.

Secure BED in GSM

The Business Entity Designer (BED) can be secured in the GSM. The process to secure is as with all other applications. As of Release 6.0.1412.0096.

No Inheritance for Top Level Objects

Users of Release 6.0 and greater of the Govern Security Manager (SM) should note that when securing objects, the solid blue square that signifies “Inheritance” is no longer available for top level objects.

Govern Security Manager (GSM)

Overview

The Govern Security Manager (SM) is used for defining the security for applications in the Govern Product Suite, including the following:

Within each of these types, there are multiple levels. Security can be defined at each level. For example, security on Govern can be defined for the application, the Profile, the module, the form, to all reports or to each individual report. It could be defined for each menu or for items on each menu.

The Govern SM is also used for creating user roles, or groups, with different levels of access permissions. A user can belong to multiple groups and can also be assigned permissions at the user account level. The permissions assigned to the user override those assigned to the role, regardless of whether they are used to grant or restrict access.

Security for Users in Multiple Roles

When a user belongs to multiple roles, Administrators should note that the common role with the most relaxed access privileges will determine the common setting for all members in that role. The exception will be if the user has had access limited through Permissions. When users are part of multiple roles, they will have the elevated privileges of that role, unless, again, there are permission restrictions. Ideally, users should be added to Roles that are appropriate for their duties as opposed to on an “ad hoc” basis. Refer to the Govern Security Manager (SM) User Guide Release 6.0 for additional details.
