[6.0.1603] Batch Process Definition will be maintained in the OpenForms Reference database and distributed

Changes to Selection Tools Access and UI Modifications

NEW! Further updates have been made that are related to the Measurement tool. In addition to live switching from meter to feet, there are significant UI modification to tool selection. This modification is available in the following releases; 6.0.1702, 6.1.1611 and 6.1.1702. Refer to the most recent version of the MATIX user documentation for details.

  • New Mode menu
  • All Selection Tools have been moved beneath the Mode menu; cascading menus for tool selection
  • New Clear Parcel Tool
  • No more “three step” tool selection process

Changes to GIS Synchronization Process

An enhancement has been made to the GIS Synchronization process that will eliminate the use of the GIS Synchronization Batch process. When ESRI geodatabases are configured with layers that match one of the three Govern columns in the PC_PARCEL table, the manual GIS Synchronization Batch process will not be required.

Measurement Tool and User Interface Modifications

The Matix integration has been updated with distance measurement tool that allows users to take linear measures off their currently selected base map. In addition changes have been made to the Tools User Interface. This modification is available in GA release 1703 for OpenForms versions 6.0 and 6.1.

Parameter for Secure Base Map functionality

A new parameter called ESRI Layer Type, has been added to Base Maps that enables the functioning of Secure Base Maps. This modification requires the running of the Verify Database process prior to use. This modification is available in GA release 1703 for OpenForms versions 6.0 and 6.1

Theme Maps

With theme maps users are able to view their data based upon themes configured in the Govern New Administration (GNA). For example maps representing sales price, roof type, and so on can be viewed with visual themes such as gradients, or circles representative of relative amounts. In addition, it is possible to configure multiple Theme Maps. When correctly configured, theme maps can be displayed on the fly in the Matix interface.

Display Base Maps on the Fly

It is now possible to configure multiple Base Maps in GNA. Configured base maps can then be displayed on the fly in the Matix interface in Govern.

Save Images for Multimedia Documents

It is now possible to create a .PNG for the maps to add to reports or other multimedia documents.

Additional Selection Tools

For greater selection flexibility, additional selection tools have been added to the Matix tool box.

Base Map Layer Type

New Parameter added : Esri Layer Type for Base Map

Direct Synch with Map Service

Add a direct synch using tax map ufmt to Map Service.
Instead of using the gis_synch batch process to do a complete synchronization from PC_PARCEL to PC_GIS_FEATURES, the ESRI client map layer fields, if well configured so that the values of one of these fields exactly fits the content of one of 3 possible PC_PARCEL field: P_ID, TAX_MAP or TAX_MAP_UMFT (unformatted). If so, we talk about a “direct connection”: 1-to-1 correspondence. No need to convert and simplifies the config process. Available in GA Release 1706 (to be validated)

GIS Intersection Layer Search

Matix integration is able to perform queries on the GIS layer. Users are able to select a feature on a layer and select all features on the target parcel and all intersecting parcels. This information is passed on to Matix in .XML format. The GIS Search will allow users to search for parcels that interest with a target parcel. For example there may be a requirement to find all parcels that are connected to a specific P_ID to generate an abutter list.

Profile Query

This profile query allows to quickly identify, in the context of Matix, if the new parcel in the treeview you have just selected has an GIS equivalent. If yes (respectively no), the background of the profile query will be green with the corresponding GIS attribute value and red with (Unknown) as the content

Release 6.1

[v6.1] Is Required: The IsRequired option appears on all Mass Appraisal Table forms. It is used for making it mandatory for the user to select a value for the current form. You can now add an expression and make the option mandatory only under certain circumstances. For example, you could make it a requirement for a user to select an adjustment if a property value is less than a specific amount. See Is Required
[v6.1] Lookup Group Types: You can now create Mass Appraisal validation tables and codes based on a combination of jurisdictions, neighborhoods, and property types. This means that you can create different rates and values for different property types within specific neighborhoods and jurisdictions. See Mass Appraisal Lookup Group Types.
The Mass Appraisal Neighborhood table can be set up By Jurisdiction. This setup is defined from an option, rather than a Lookup Group. See Mass Appraisal Neighborhood Table.
[v6.1] As with all tables and parameters that are saved by year, you can access the Mass Appraisal Validation tables for different years by changing the Current Year in GNA. See Setting the Current Year.

The Mass Appraisal validation tables and codes are saved by year and are defined by category, table type and table name. This section lists the table types, by category and provides a reference to the database tables and parameters where they are saved.

Display a Description with the Building Drawing Code

This is a milestone version of Mass Appraisal as all administration and computation functions are developed and operating on OpenForms 6.1. This version is not backward compatible.
Important changes and improvements were made to the data model (impact on the database), system functions (system and user tables…) and administration tools.

Batch Computation

  • The Mass Appraisal Computation will now be performed even if the HISTORY FLAG is set to YES. Prior to this version, no computation took place when using the batch compute.
  • A parcel range was added to the batch process selection criteria.
  • For the batch computation used with the Govern Scheduler, a change was made to reload the mass appraisal parameters when the ALL_STAMP is set to NULL meaning that a change was made in parameters that may impact value. Please note that if changes are made to the parameters while the batch computation is already running, the parameters will not be reloaded.

Default Alignment on Text and Numeric Attributes

Number Formatting for Appraisal Table Elements

  • You can now define how values are formatted in the Land, building Structural Elements, Site, MRA, and Income Adjustment grids.
  • Any number format defined in the Number Format Editor can be applied to any of the values in the grid.

Lookup Group Types in Neighborhood

[6.1] Major changes have been made to (Table: MA_PARM_NBHD) and its associated Table/Code maintenance windows. As a result of the redesign it is now possible for the Neighborhood to have two possible Look Up Group Types

  • By Property Type
  • By Jurisdiction
NOTE: When you change the check value of the “By Jurisdiction” control and Save, the following will occur, a deletion of all MA_PARM_NBHD records FOR ALL YEARS. This means that all Neighborhood data will no longer be available. See corrective actions below.

Mass Appraisal Lookup Groups

[6.1] This new feature adds a user defined look-up group to most appraisal tables so that different rates and adjustments can be entered by a group combination.

  • For more information, see Mass Appraisal Link Group Table
  • When creating the MA Tables, users will have to select a group type recorded in [MA_TABLE] .[LOOKUP_GROUP_TYPE] using the VT_SYSTEM validation TABLE_NAME = ‘MALKGRP’ or use none.
  • This replaces prior Jurisdiction and Neighborhood look-ups.

Site is Mandatory for all Appraisal Components

[6.1] A site number is now mandatory for income, buildings, land, mra, miscellaneous structure and personal property.

Site is a Multi-Field Combination

[6.1] The site can now be composed of multiple (MA_SITE) fields concatenated together to provide different combinations (ex: Property Use, Land Use, Property Exemption)

  • New Govern Standard MA_SITE_DESC calculated attribute field in Business Entities (BED)
  • Changed SYSTEM query maSiteList in use for reporting, display, split merge balancing and Site Lookup in appraisal components (Land, Buildings, MRA, Income, Misc. Structures (see roadmap) and Personal Property)

Long versus Short Description

  • In most tables used by Mass Appraisal, the long description is used as a default.

Do not display Option

  • New Option to prevent the display of a table sequence.

Forced Unique Default Code Option

  • Used when there is only one code in a given table. No user interaction will be needed to select this code.

Is Required

  • The Is Required flag in Mass Appraisal Table was changed to use an expression.
  • To facilitate the conversion of existing parameter tables, a new field was created [MA_TABLES.IS_REQUIRED_EXPRESSION]
  • By default, when the field will be created, the value will be FALSE.

Features Table Category

  • The expression was added to the the features table category that can be used with queries or attributes to show a feature coming from another area or based on conditions.
  • It can also be used in a Matrix
  • Masks can be applied to Features Table Elements

Apply To Units/Units Look-Up

  • This was merged with the UNITS LOOK-UP and will contain predefined codes and business entity fields with a lower in sequence. (validate)

Simulation (deprecated)

  • No longer available in version 6.1 as the same results can be accomplished using the Import / Export tools.

Daemon Hybrid Mode for Appraisal Computation (deprecated)

  • No longer in use. Version 6.0 and prior was a hybrid version working with Govern for Windows 10.8 Daemon for Appraisal value computation and Govern Administrator 10.8 for table and configuration.

Database (see impact list)

  • Land Additional Info Table and Business Entity was merged into Land.
  • Building Additional Info Table and Business Entity was merged into Building.
  • Simulation column was removed

In environments where there are multiple databases, the Govern New Administration (GNA) can access alternate databases by creating secondary and tertiary connection keys. Users should note that Govern Mobile does NOT support the use of Alternate Connection Keys. Unlike the GNA, Govern mobile was designed to function with a single connection key.

Mobile Device Requirements

  • Govern deployment (binaries, system resources, custom controls, govern)
  • Govern installation pack (Crystal Report)

Installation Requirements

  • Admin rights to local machine (laptop, tablet)
  • Admin rights to the source database server
  • Ability to set user rights on the databases (set user Govern as Sys Admin)
  • Rights to modify database physical location if in Program Files (.mdf & log)
  • Rights to the shared folder used for the mobile initialization and transfer of info (detached db, OFresources, etc.)

Optional Mobile Device Features

Although the following device features are not essential for functioning of Govern Mobile Technology, they will enhance the user experience of the Mobile device.

  • Embedded GPS / 4G-LTE Mobile network connectivity

Mobile Initialization Process

  • Executed on the SOURCE Server to create a mobile mirror package of the deployment with the:
    • Detached database structure (empty) and selected dataset information (.mdf)
    • The system resources (reports, tables, etc.) copied
    • The general and selected module parameters and tables for the given years….
  • The package is zipped and copied to the SHARED FOLDER, used in turn as input by the mobile devices
  • Add Custom Tables to the new deployment. See What’s New section of Initialize Mobile Database.
  • As needed populate the Database Objects Exclusion table with db objects that are not required in the mobile (Remote) database.
NOTEProcess needs to be executed on the initial setup of the device or when the following changes occur in the SOURCE environment:

Installation

Step by Step – See Mobile Setup Steps in Govern Deployment
On the server ….

  1. Update the SOURCE DEPLOYMENT (i.e download binaries and deploy new version on server, run database verification, etc.) ……. [PROD]
  2. Create a SHARED FOLDER on a location accessible from both the database server and each of the mobile devices
  3. Verify/Set the SOURCE SERVER DATABASE [db_PROD] — check path for database and log
  4. Create a MIRROR DATABASE on the SOURCE DB SERVER (can be on a different server if proper security access) ….. [db_PROD_MOBILE]
    • Setup USER Govern with system admin rights
    • Setup Physical Location paths for exports and logs
  5. Create a Mobile DEPLOYMENT [PROD_MOBILE]
  6. Create a Mobile CONNECTION KEY with LOCALHOST specified as the SERVER [Localhost]
  7. Run Initialize Database process in GNA

On the mobile…

  1. On the MOBILE device DATABASE SERVER, create a new DATABASE with the same name as the MIRROR [db_PROD_MOBILE]
    • Setup USER Govern with system admin rights
    • Setup Physical Location paths for exports and logs
  2. Deploy GOVERN MOBILE
    • Resources, System, Custom Control and Govern V6
  3. Synchronize Mobile data

Troubleshooting

The following tips and troubleshooting information can be helpful to users that are configuring an mGovern – Mobile deployment.

Quick Tips

  • Lots of database and file manipulations across servers over the network…. The first time …. Small is beautiful!
  • 95% of problems are related to security!!!
  • The Microsoft Event Viewer should be used to monitor and help detect security or configuration problems
  • Connection keys are loaded at start up so ensure that you exit GNA after having created a key!
  • Allow the deployment of Govern v6 to a Mobile deployment; found under the Applications tab in DeployEZ
  • Problems with checked out parcels can be resolved with the By-Pass Checkout option in the Govern Security Manager (GSM)
    NOTE: This option is only available to users with Super User administration rights.
  • Might have error the first time deployment is executed on mobile device (because of synchronization).
    Close and restart Govern
  • External systems look up should be removed
  • Synchronization is set to every 5-10 seconds
  • Program files should not be used for any installation in general because of special security and folder management
  • Ensure that Mobile Devices do not share the same name as a network server (i.e. server names are unique).

Issues with Empty Search Combo Boxes…

When a Mobile deployment is remote in the field, i.e. away from local the home database that it synchronizes with, combo boxes that are populated by (Table: NA_NAMES) or (Table: PC_ADDRESS) search queries could result in empty combo boxes. This behavior has been observed with queries that may use the SQL SELECT DISTINCT statement:
Ex.: SELECT DISTINCT <columnName> FROM NA_NAMES; or SELECT DISTINCT <columnName> FROM PC_ADDRESS;
These types of queries are valid, the queries are by design intended to search on the Parent or Local Database. The understanding is that the Local but should be executed when the mobile deployment is connected to the home/main database.
Explanation: The combos should be populated by selecting the Search on Server option to search the Parent/Home database while the Mobile deployment is docked at the office, and the Search on Server option is available. When the deployment is on the road, the child/remote database becomes the Local database. The search combo boxes will now be populated with the required data records.

TIP: As a Best Practice for successful use of mGovern while in Remote Mode, i.e. away from the office, users should include as a part of their planning schedule, a process to pre-load searches with the names and addresses of locations that will be visited. This should be done while at the office. When a search is performed with the Search on Server option is selected, the combo’s will be populated by pre-fetching the parcels from the LOCAL/Home DB.

What’s New

NEW! Check Out parcels are flagged as ReadOnly for all users

The Check In and Check Out features are options that are available for the Govern Mobile application. When a user checks out parcels, they are flagged as ReadOnly for all users except Admin/SuperUsers users, and the user that checked out the parcels. This ReadOnly status can be set as a default to extend to the user that checks out the parcels as well. What’s New in the Security Manager (SM)

Overview

The Govern Security Manager (SM) is responsible for the top-level security management for the Govern Suite of applications. The GSM manages user access to Govern applications such as Govern, Govern Scheduler, Govern New Administration (GNA), GIS Application Components and Configuration, Query Tool (QT), and Validation Tables. Depending on the Suite application, the level of security can be granular to the point that individual fields, as well as codes within the application can be secured. Users that are familiar with earlier versions of the GSM should note that changes were made to the functioning of the release 6.0, and upwards application.

Change in Hibernate Behavior

Change to level that is securable in SM

No Inheritance for Top Level Objects

Users of Release 6.0 and greater of the Govern Security Manager (SM) should note that when securing objects, the solid blue square that signifies “Inheritance” is no longer available for top level objects.
