Cash Collection Payer Name

Release 6.1

A/R Summary Penalty and Interest Breakdown

When selecting the Display checkbox in the Late Charges group of the A/R Inquiry form, charges will be calculated and displayed in the A/R Summary grid. In the A/R Inquiry form, the system will display the Penalty and the Interest by installment for each A/R record. In (Table: AR_SUMMARY), 2 fields have been added.

  • LATE_PENALTY
  • LATE_INTEREST

These fields are updated based upon the Penalty or the Interest; note that this is the same process as the one that currently exists with a difference, the system now calculates late charges up to the installment, and then updates the LATE_CHARGE field. In addition, the system will also update the 2 new LATE_PENALTY and LATE_INTEREST fields.

Apply or Delete an Applied Deposit

A currently existing function, in the Payment Data Entry or in Cash Collection, is the ability for users to create a deposit on one or multiple A/R Accounts. Recently added to the feature is the ability to create a Deposit, Apply the Deposit, and Delete the Applied Deposit as needed. This feature is securable through the OpenForms Designer (OFD).

Changes to Late Filing and Late Payment Penalty

Users can now breakdown late payment penalties by levies. Availability: 6.0.1706 and 6.1.1706, 6.1.1707 and greater releases. See Changes to Late Filing and Late Payment Penalty.

Delete an Applied Deposit

The Payment Data Entry or Cash Collection forms have the ability for users to create a deposit on one or multiple A/R Accounts. In addition to creating a Deposit, recently added to the feature is the ability
Apply the Deposit, and Delete the Applied Deposit as needed. This feature can be secured through the OpenForm Designer (OFD). See A/R Inquiry page for details.

Semi-Annual Payment Plan

A Semi Annual Payment Plan has been introduced to Rel. 6.1.1706.

Supervisor Permission Transfer

In the Payment Plan, when the system generated Periodic Budget amount cannot be paid a supervisor can give permission to allow a lower amount to be paid. This is a configuration performed in the OpenForm Designer (OFD).

Delinquency

A parcel can not be linked to a Delinquency and Collections record.

NOTE: Delinquency and Collections are always linked to a name.

A/R Codes (Protest, Warning…)
It is now possible to add or remove A/R codes by using the SHIFT-CLICK in the A/R Inquiry.

A/R General Parameters Bypass Funds Reapplication

  • When the Bypass LM/MB/ST/SA funds reapplication option is selected, unless an invoice number is specified, any payments will be recorded as an Open Credit transaction (OCT).
  • Unless an invoice is referenced, the OCH amount cannot be applied to any invoices in the system. The system will now apply the OCH to a non-referenced invoice when the Bypass LM/MB/ST/SA funds reapplication option is selected. New in 10.8

A/R Interest Parameters – Apply Due Nb of Days (Compound Interest)

  • A setup has been added for the standard interest method when using compound interest. In Govern Admin, a new check box called Apply Due Nb of Day due for compound interest has been added that will apply for all standard interest methods.
  • You can now specify the date to start charging compound interest. New in 10.8

  • [GA 6.1.1706] The framework used was upgraded to 4.6. For this reason, it will be mandatory to re-install the Crystal Report Run time pack for versions 6.0 and 6.1 (1706).V6.0.1611 or less = 13.0.12 otherwise, 13.0.20. IMPORTANT: Reports will not function without installing the new pack. The installation package must be run locally.

What’s New in OpenForms

Overview

The goal of the Knowledge Base is to document, on a higher level, changes that have an impact on the structure, on the organization, or on the process. For a summary list previous to 6.1, see Change Impact Assessment and for changes made to the database structure fields or tables, see Database Model Changes.

Detailed reports are generated automatically and are available as html pages on a govern server (http://deployez.msgovern.com/releaseNotes/xxx)
Each time a programmer makes a change in Govern to a RELEASE branch, these changes are documented and recorded in a change set that is “checked-into” the next release iteration that will be built. A report is produced automatically every hour for each supported version.

What’s New in the Security Manager (SM)

Overview

The Govern Security Manager (SM) is responsible for the top-level security management for the Govern Suite of applications. The GSM manages user access to Govern applications such as Govern, Govern Scheduler, Govern New Administration (GNA), GIS Application Components and Configuration, Query Tool (QT), and Validation Tables. Depending on the Suite application, the level of security can be granular to the point that individual fields, as well as codes within the application can be secured. Users that are familiar with earlier versions of the GSM should note that changes were made to the functioning of the release 6.0, and upwards application.

Change in Hibernate Behavior

New Style Ribbon in GSM Release 6.1

The ribbon that is present in Govern, and the GNA, is now present in the GSM, along with standardized interface icons and the new Web based application Help. As of Release 6.1.1509.3

Security of OpenForm Form Parameters in OpenForms Designer (OFD)

In Govern 6.0 and above, security on the Govern entities and data entry fields is defined in the Govern OpenForms Designer.

Secure BED in GSM

The Business Entity Designer (BED) can be secured in the GSM. The process to secure is as with all other applications. As of Release 6.0.1412.0096.

Govern 6.0

This section lists new features, or new ways of performing an old function in the Govern Security Manager (GSM) release 6.0. These new features are indicated by the NEW! symbol. As release 6.0 is a re-engineering of many of the Govern suite applications, there are changes to the way the GSM effects security.

Change in Hibernate Behavior

By design the Govern application will not load if the (E)xecute OR (V)iew flags are disabled in the GSM. As of Release 6.0 1509.0038 and Release 6.1 1509.0054

Two (2) State check Boxes…

As of release 6.0 and later, only two (2) state check boxes are used for top level objects. See 2 State Check Boxes on the GSM page

Change to level that is securable in SM

The OpenForm is now the lowest securable level in the GSM. See What is Securable in the SM

No Inheritance for Top Level Objects

Users of Release 6.0 and greater of the Govern Security Manager (SM) should note that when securing objects, the solid blue square that signifies “Inheritance” is no longer available for top level objects.

Mobile related Changes to GNA UI

As a result of the added functionality and enhancements to the Govern Mobile application, changes have been made to the Govern New Administration (GNA) user interface.

Database Utilities

  • [6.0 / 6.1] Support for the extraction of Personal Property (PP) tables in the Mobile Database Initialization process.
  • [6.1] Database Extraction Utility to extract a snapshot of the data along with all parameters for a selected data set.
  • [6.0] Database Verification behavior changes on opening Govern Administrator (GNA)
    • If the connection key is set to an empty database, the Initialize Database process will be launched automatically (see below) and once completed, GNA will be closed and restarted as it is mandatory to run the Verify Database process
    • If their is a major release difference (first 2 digits) between the the program and the database version, it will be mandatory to run the database verification or exit the application. This situation will occur for example, when upgrading from 5.1 to 6.0. A change from 6.1.1503 to 6.1.1511 will not trigger it .
  • [6.0] Database Verification new INITIALIZE Database process to create a Govern Ready Standard System Database.
    • It is no longer necessary to use UPDATA. Tables, fields and views will be created automatically
    • Process is triggered automatically when the table USER_KEY_MASTER does not exist
  • [6.0] Database Verification INITIALIZE Database process – NEW Govern USER and ROLE
    • A new role called “Govern SuperUsers” is created in the GSM. This role will grant access (E)xecute to all GSM and GNA functions.In addition, a User called Govern User belonging to this role will be created.
    • The Govern user password can be changed, the user and role can be deleted after a new Administrator user and role with full access has been successfully created and validated for the organization.
  • [6.0] Database Verification INDEXES
    • All indexes created and used by the Govern applications will be identified as such and will start with the letters GV or PK when the index is a primary key. This will enable the application to manipulate these indexes when needed.
    • An option to delete and recreate indexes was added
    • NOTE: Indexes created by users will not be modified or manipulated in any way. However, it is strongly recommended to delete and recreate them. First they should be reviewed to see if they are still needed (some indexes can impact performance negatively) and for the ones to keep, documented, as they will need to be recreated manually. They can be deleted using the Database Verification Delete Indexes of Type option ALL.

Connection Keys

  • [6.0] A trailer connection key called NOLIMIT will be automatically created and used for lengthy processes that may time out with the preset time limit. For instance, one cause of a time out can be during the rebuilding of an index for an extremely large table. If the time required to rebuild the index exceeds the timeout limit, the system will error out. By default its timeout is set to UNLIMITED. This key can be selected through the Connection Key Manager.

Editors

  • [6.1] External Command Editor has changed
    • It is now expression driven, and all external commands are now written as expressions. The seven combo boxes in the 6.0 version, for adding logical expressions, constants, formulas, etc., have been replaced by one, the Expression Selector.
    • You can now view all the Profiles and user forms to which a selected command is added directly on the External Commands Editor in the Used In list box.
  • [6.1] Constants & Expressions can be overridden by group (year and jurisdiction)
  • [6.1] Queries can be overridden by group (year and jurisdiction)
  • [6.1] Execution Context
  • [6.0] Batch Process are no longer setup by categories and are linked to the Profile
  • [6.0] Reports are no longer setup by categories and are linked to the Profile

User and System Validation Tables

  • [6.1] Generate Data Base View (If checked, will create a view
  • [6.1] Tables can be setup by Jurisdiction

Troubleshooting

Verify Database – SYS ADMIN rights

Table Change Event Script

  • The first time a verify database is run, a script needs to be executed by a user with System ADMIN rights.
  • IMPORTANT: If your user does not have the required rights, the System DBA will need to execute the following script in each Data Base Server used for Govern deployments.

     

  • Click here for the script CreateCleanupJobForRecentTableChanges commands that can be copied and pasted directly in a query window in MS SQL Server
